Kimi \u00fclkeler s\u0131n\u0131rlar\u0131na tel \u00f6rg\u00fcler \u00e7ekmekte, kimileri g\u00f6\u00e7men hareketlili\u011fini tehlike olarak g\u00f6rmekte, kimileri ise insanlar\u0131 b\u00f6yle yollara d\u00fc\u015f\u00fcren ko\u015fullar\u0131 anlamaya \u00e7al\u0131\u015fmaktad\u0131r. Bu tart\u0131\u015fmalar\u0131n ortas\u0131nda en temel soru ise h\u00e2l\u00e2 ayn\u0131 kalmaktad\u0131r:<br><strong>Bir insan s\u0131rf yabanc\u0131 oldu\u011fu i\u00e7in ba\u015fka bir \u00fclkenin kap\u0131s\u0131ndan geri \u00e7evrilebilir mi?<\/strong><br>Bu soruya Immanuel Kant\u2019\u0131n verdi\u011fi cevap, ya\u015fad\u0131\u011f\u0131 \u00e7a\u011f\u0131n \u00e7ok \u00f6tesinde bir duyarl\u0131l\u0131k ta\u015f\u0131maktad\u0131r. Kant do\u011frudan \u201cg\u00f6\u00e7 politikas\u0131\u201d \u00fczerine yazmam\u0131\u015f olsa da onun insan\u0131n d\u00fcnyadaki konumuna ili\u015fkin d\u00fc\u015f\u00fcncesi bize bu konuda \u00e7ok g\u00fc\u00e7l\u00fc bir \u00e7er\u00e7eve sunmaktad\u0131r. Onun kozmopolit yakla\u015f\u0131m\u0131, bug\u00fcn uluslararas\u0131 hukukun, insan haklar\u0131 s\u00f6yleminin ve m\u00fclteci tart\u0131\u015fmalar\u0131nda ortaya \u00e7\u0131kan ahlaki vurgunun temelini olu\u015fturan bir miras olarak g\u00f6r\u00fclmektedir.<br><strong>Peki Kant bug\u00fcn ya\u015fasayd\u0131, g\u00f6\u00e7menlere nas\u0131l bakard\u0131?<\/strong><br>\u0130lk bak\u0131\u015fta soyut gibi g\u00f6r\u00fcnen Kant\u00e7\u0131 etik, asl\u0131nda insan\u0131n insanla kar\u015f\u0131la\u015fmas\u0131nda \u00e7ok somut bir ilke \u00f6nermektedir:<br><strong>Yabanc\u0131 d\u00fc\u015fman de\u011fildir.<\/strong><br>Evet, Kant\u2019\u0131n bir yabanc\u0131n\u0131n kabul\u00fcne y\u00f6nelik d\u00fc\u015f\u00fcncesi nettir. Ancak bu konuda tart\u0131\u015f\u0131lmas\u0131 gereken bir di\u011fer \u00f6nemli konu da Kant\u2019\u0131n \u00fclke s\u0131n\u0131rlar\u0131 ve k\u00fcreselle\u015fme hakk\u0131ndaki g\u00f6r\u00fc\u015fleridir.<\/p>\n\n\n\n<p><strong>D\u00fcnyan\u0131n Ortakl\u0131\u011f\u0131: Yery\u00fcz\u00fc Kime Aittir?<\/strong><\/p>\n\n\n\n<p>Kant d\u00fcnyay\u0131 bir k\u00fcre olarak d\u00fc\u015f\u00fcn\u00fcrken sadece co\u011frafi bir ger\u00e7e\u011fi anlatm\u0131yordu; ayn\u0131 zamanda ahlaki bir tezi dile getiriyordu. D\u00fcnya yuvarlak oldu\u011fu i\u00e7in insanlar nereye giderse gitsin, bir ba\u015fka insan toplulu\u011fuyla kar\u015f\u0131la\u015fmak zorundad\u0131r. Hi\u00e7 kimse \u201ctamamen bana ait bir mek\u00e2nda ya\u015f\u0131yorum\u201d diyemez. Yery\u00fcz\u00fc, insanl\u0131\u011f\u0131n ortak meskenidir.<br><\/p>\n\n\n\n<p>Bu d\u00fc\u015f\u00fcnce bug\u00fcn bize \u00e7ok do\u011fal geliyor. \u00c7\u00fcnk\u00fc d\u00fcnyan\u0131n k\u00fcresel bir ortak alan olarak alg\u0131lanmas\u0131na olduk\u00e7a al\u0131\u015ft\u0131k. Ancak Kant\u2019\u0131n ya\u015fad\u0131\u011f\u0131 \u00e7a\u011fda uluslar aras\u0131ndaki ili\u015fkiler daha \u00e7ok sava\u015f, ticaret \u00e7\u0131karlar\u0131 ve s\u00f6m\u00fcrge rekabeti etraf\u0131nda \u015fekilleniyordu. Kant, t\u00fcm bu politik ger\u00e7ekli\u011fin ortas\u0131nda insanlar\u0131n birbirine d\u00fc\u015fman gibi bakmas\u0131n\u0131 reddetmeye \u00e7al\u0131\u015ft\u0131.<\/p>\n\n\n\n<p>D\u00fcnya, ona g\u00f6re \u201cb\u00f6l\u00fcnm\u00fc\u015f topraklar\u201d de\u011fil, b\u00fct\u00fcn insanl\u0131\u011f\u0131n payla\u015ft\u0131\u011f\u0131 bir ya\u015fam alan\u0131n\u0131 ifade etmekteydi. Bu bak\u0131\u015f a\u00e7\u0131s\u0131, s\u0131n\u0131rlar\u0131n varl\u0131\u011f\u0131n\u0131 ink\u00e2r etmemekle beraber, s\u0131n\u0131rlar\u0131n, insanlar\u0131n temel haklar\u0131n\u0131 anlams\u0131zla\u015ft\u0131ramayaca\u011f\u0131n\u0131 da vurgulamaktad\u0131r.<\/p>\n\n\n\n<p>Bir devlet kendini koruyabilir, ama bunu yaparken insanl\u0131\u011f\u0131 yok sayamaz.<\/p>\n\n\n\n<p>Tam da bu noktada Kant\u2019\u0131n \u201cyery\u00fcz\u00fcn\u00fcn ortakl\u0131\u011f\u0131\u201d d\u00fc\u015f\u00fcncesi bug\u00fcn kar\u015f\u0131la\u015ft\u0131\u011f\u0131m\u0131z s\u0131n\u0131r politikalar\u0131yla keskin bir tezat olu\u015fturuyor. Modern devletler s\u0131n\u0131rlar\u0131n\u0131 teknolojik ara\u00e7larla g\u00fc\u00e7lendirirken, Kant\u2019\u0131n yakla\u015f\u0131m\u0131 bize g\u00fcvenlik ve insanl\u0131k aras\u0131ndaki dengeyi hat\u0131rlatmaktad\u0131r. Ortak bir d\u00fcnyada ya\u015fad\u0131\u011f\u0131m\u0131z\u0131 kabul etmek, devletlerin g\u00f6\u00e7\u00fc sadece rakamlardan ya da g\u00fcvenlik parametrelerinden ibaret g\u00f6rmemesini gerektirmektedir. G\u00f6\u00e7menlerin kar\u015f\u0131la\u015ft\u0131klar\u0131 tehlikeler, onlar\u0131 sadece bireysel de\u011fil, ayn\u0131 zamanda insanl\u0131\u011f\u0131n ortak sorumlulu\u011fu h\u00e2line getirmektedir.<\/p>\n\n\n\n<p><strong>Misafirperverlik Hakk\u0131: Ahlaki E\u015fik<\/strong><\/p>\n\n\n\n<p>Kant\u2019\u0131n g\u00f6\u00e7 \u00fczerine sundu\u011fu en net kavram \u201cmisafirperverlik hakk\u0131\u201dd\u0131r. Ba\u015fka bir deyi\u015fle, bir yabanc\u0131n\u0131n \u00fclke s\u0131n\u0131rlar\u0131ndan ge\u00e7me talebini \u201ckozmopolit bir hak\u201d olarak g\u00f6rmesidir. Bu hak bug\u00fcnk\u00fc anlam\u0131yla vatanda\u015fl\u0131k ya da yerle\u015fme hakk\u0131 de\u011fildir. Kant\u2019\u0131n kastetti\u011fi misafirperverlik, \u00e7ok daha temel bir insanl\u0131k \u00f6l\u00e7\u00fcs\u00fcd\u00fcr.<\/p>\n\n\n\n<p>Bu \u00f6l\u00e7\u00fc \u015funu s\u00f6ylemektedir: <strong>Bir insan ba\u015fka bir \u00fclkeye geldi\u011finde d\u00fc\u015fmanca muamele g\u00f6rmemelidir.<\/strong><\/p>\n\n\n\n<p>Kant bir yabanc\u0131ya nas\u0131l davran\u0131lmas\u0131 gerekti\u011fi ile ilgili, temel baz\u0131 haklar \u00f6nermi\u015ftir:<\/p>\n\n\n\n<ul><li>Kap\u0131dan kovulmamal\u0131d\u0131r,<\/li><li>Ya\u015fama hakk\u0131n\u0131 tehdit eden bir kar\u015f\u0131lamaya maruz kalmamal\u0131d\u0131r,<\/li><li>En az\u0131ndan \u201cziyaret hakk\u0131\u201dna sahip olmal\u0131d\u0131r.<\/li><\/ul>\n\n\n\n<p>Bu \u201cziyaret hakk\u0131\u201d ki\u015finin derhal i\u00e7eri al\u0131nmas\u0131 anlam\u0131na gelmez; ama kar\u015f\u0131la\u015fman\u0131n d\u00fc\u015fmanl\u0131kla ba\u015flamamas\u0131 gerekti\u011fi anlam\u0131na gelir. Kant burada \u00e7ok \u00f6nemli bir ilke koyar: <strong>S\u0131rf yabanc\u0131 oldu\u011fu i\u00e7in bir insan\u0131 tehdit ya da y\u00fck gibi g\u00f6rmenin gerek\u00e7esi olamaz.<\/strong><\/p>\n\n\n\n<p>Bug\u00fcn\u00fcn d\u00fcnyas\u0131nda bu ilke h\u00e2l\u00e2 a\u015f\u0131lmas\u0131 zor bir (ahlaki) e\u015fik olarak kar\u015f\u0131m\u0131zda duruyor.<\/p>\n\n\n\n<p>S\u0131n\u0131r d\u0131\u015f\u0131 etmeler, denizden geri itmeler, kapal\u0131 kamplar, kimliksizle\u015ftirme uygulamalar\u0131\u2026<\/p>\n\n\n\n<p>T\u00fcm bunlar Kant\u2019\u0131n minimum insanl\u0131k \u015fart\u0131 olarak koydu\u011fu misafirperverlik ilkesini a\u00e7\u0131k\u00e7a ihlal etmektedir.<\/p>\n\n\n\n<p><strong>G\u00f6\u00e7men Kamplar\u0131 Kant\u2019a Ne S\u00f6ylerdi?<\/strong><\/p>\n\n\n\n<p>Kant\u2019\u0131n ahlak anlay\u0131\u015f\u0131 insan onuruna dayanmaktad\u0131r. Ona g\u00f6re insan, ara\u00e7 haline getirilemeyecek kadar de\u011ferli bir varl\u0131kt\u0131r. Bu ilkenin g\u00f6\u00e7 ba\u011flam\u0131ndaki yans\u0131mas\u0131 \u00e7ok a\u00e7\u0131kt\u0131r: <strong>Bir insan\u0131 politik bir pazarl\u0131k konusu, ekonomik bir y\u00fck veya g\u00fcvenlik riski olarak tan\u0131mlamak, o insan\u0131 ara\u00e7salla\u015ft\u0131rmakt\u0131r.<\/strong><\/p>\n\n\n\n<p>Bug\u00fcn d\u00fcnyan\u0131n bir\u00e7ok b\u00f6lgesinde g\u00f6\u00e7men kamplar\u0131 y\u0131llarca kapal\u0131 tutulan ve kimi zaman temel ihtiya\u00e7lara eri\u015fimin bile s\u0131n\u0131rl\u0131 oldu\u011fu mek\u00e2nlar h\u00e2line geliyor. Bu t\u00fcr uygulamalar Kant\u2019\u0131n ahlaki bak\u0131\u015f a\u00e7\u0131s\u0131yla ba\u011fda\u015fmaz. \u00c7\u00fcnk\u00fc burada insan, ba\u015fka ama\u00e7lar u\u011fruna bir \u201cnesne\u201d konumuna itilir.<\/p>\n\n\n\n<p>Kant\u2019\u0131n etik ilkesi bize der ki: <strong>Devletlerin s\u0131n\u0131r politikalar\u0131 olabilir, fakat bu politikalar insanl\u0131k pahas\u0131na ger\u00e7ekle\u015ftirilemez. Hi\u00e7bir devlet politikas\u0131, insan onurundan daha de\u011ferli ve \u00fcst\u00fcn kabul edilemez.<\/strong><\/p>\n\n\n\n<p>Bu \u00e7er\u00e7eveden bak\u0131ld\u0131\u011f\u0131nda modern devletlerin \u201cg\u00fcvenlik\u00e7i\u201d g\u00f6\u00e7 politikalar\u0131 Kant\u2019\u0131n d\u00fc\u015f\u00fcncesinde ciddi bir sorgulamaya tabi tutulur. Devletler elbette ulusal g\u00fcvenli\u011fi korumak isteyebilir; ancak g\u00fcvenlik kavram\u0131 insan onurunun \u00f6n\u00fcne ge\u00e7ti\u011finde, Kant\u2019a g\u00f6re ahlaki zemin kaybedilir. Kant\u2019\u0131n yakla\u015f\u0131m\u0131, devletlere tek bir \u015fey hat\u0131rlat\u0131r: G\u00fcvenlik, insanl\u0131\u011f\u0131n yok say\u0131lmas\u0131 pahas\u0131na sa\u011flanamaz.<\/p>\n\n\n\n<p><strong>Kant Neden Yabanc\u0131n\u0131n Reddedilmemesi Gerekti\u011fini Savunur?<\/strong><\/p>\n\n\n\n<p>Kant\u2019\u0131n misafirperverlik vurgusunun ard\u0131nda (en az\u0131ndan) iki temel neden bulunmaktad\u0131r:<\/p>\n\n\n\n<p><strong>1. D\u00fcnyan\u0131n ortakl\u0131\u011f\u0131 (yery\u00fcz\u00fc kimsenin \u00f6zel m\u00fclk\u00fc de\u011fildir).<\/strong><\/p>\n\n\n\n<p>\u0130nsan do\u011fas\u0131 gere\u011fi yer de\u011fi\u015ftiren bir varl\u0131kt\u0131r. Bu hareketlili\u011fi ahlaki olarak d\u00fczenleyecek bir ortak zemine ihtiya\u00e7 vard\u0131r. Hi\u00e7 kimse bir co\u011frafyan\u0131n mutlak sahibi de\u011fildir; dolay\u0131s\u0131yla birini tamamen d\u0131\u015flamak insanl\u0131\u011f\u0131n do\u011fas\u0131na ayk\u0131r\u0131d\u0131r.<\/p>\n\n\n\n<p><strong>2. \u0130nsanl\u0131\u011f\u0131n kar\u015f\u0131la\u015fmas\u0131 \u00e7at\u0131\u015fma de\u011fil bar\u0131\u015f \u00fczerinden kurulmal\u0131d\u0131r.<\/strong><\/p>\n\n\n\n<p>Kant, insan ili\u015fkilerinin zamanla ahlaki olarak olgunla\u015faca\u011f\u0131na inan\u0131yordu. Ona g\u00f6re uluslar birbirine d\u00fc\u015fman olmak zorunda de\u011fildir. Misafirperverlik hakk\u0131 bu olgunla\u015fman\u0131n ba\u015flang\u0131\u00e7 noktas\u0131 kabul edilmi\u015f ve kozmopolit d\u00fc\u015f\u00fcncede bir miras olarak yer edinmi\u015ftir.<\/p>\n\n\n\n<p><strong>Yani Kant, insan kar\u015f\u0131la\u015fmas\u0131n\u0131 \u201c\u015f\u00fcphe\u201d de\u011fil \u201csayg\u0131\u201d \u00fczerinden kurmak istemektedir.<\/strong><\/p>\n\n\n\n<p>Bug\u00fcn g\u00f6\u00e7menlere y\u00f6nelik korkular\u0131n \u00e7o\u011fu, onlar\u0131 insanl\u0131ktan ziyade tehlike kategorilerine yerle\u015ftiren bir dil \u00fczerinden \u00fcretiliyor. Kant\u2019\u0131n yakla\u015f\u0131m\u0131 tam da bu dilin kar\u015f\u0131s\u0131nda durmaktad\u0131r.<\/p>\n\n\n\n<p><strong>G\u00f6\u00e7menler: Tehlike mi? Kom\u015fu mu? D\u00fcnya vatanda\u015f\u0131 m\u0131?<\/strong><\/p>\n\n\n\n<p>Kant g\u00f6\u00e7meni idealize etmez; ama onlar\u0131 \u00f6tekile\u015ftirmez de\u2026<\/p>\n\n\n\n<p>Onun i\u00e7in g\u00f6\u00e7men, ilk olarak insand\u0131r.<\/p>\n\n\n\n<p>Bu, g\u00f6r\u00fcnd\u00fc\u011f\u00fcnden daha radikal bir fikirdir. \u00c7\u00fcnk\u00fc modern devletler \u00e7o\u011fu zaman topluluklar\u0131n\u0131 \u201cbiz\u201d ve \u201conlar\u201d \u015feklinde b\u00f6ler. Kant bu ayr\u0131m\u0131 yumu\u015fatmaya \u00e7al\u0131\u015f\u0131r.<\/p>\n\n\n\n<p>Kant\u2019\u0131n kozmopolit bak\u0131\u015f a\u00e7\u0131s\u0131nda g\u00f6\u00e7men:<\/p>\n\n\n\n<ul><li>Ayn\u0131 d\u00fcnyay\u0131 payla\u015fan bir kom\u015fudur,<\/li><li>Farkl\u0131 bir k\u00fclt\u00fcr\u00fcn temsilcisi olsa bile temel haklara sahiptir,<\/li><li>Yaln\u0131zca varl\u0131\u011f\u0131yla tehlike kategorisine sokulamaz.<\/li><\/ul>\n\n\n\n<p>Bug\u00fcn Kant\u2019\u0131n bu yakla\u015f\u0131m\u0131 g\u00f6\u00e7 konusunda hem insani hem hukuki bir zemin sunmaktad\u0131r. G\u00f6\u00e7menleri yaln\u0131zca istatistikler, ekonomik hesaplar ya da g\u00fcvenlik analizleri \u00fczerinden de\u011fil, insanl\u0131k onuru \u00fczerinden g\u00f6rmek gerekti\u011fini hat\u0131rlatmaktad\u0131r.<\/p>\n\n\n\n<p>Ayr\u0131ca Kant\u2019\u0131n kozmopolit d\u00fc\u015f\u00fcncesi, \u201cd\u00fcnya vatanda\u015fl\u0131\u011f\u0131\u201d idealini \u00e7a\u011fda\u015f insan haklar\u0131 tart\u0131\u015fmalar\u0131na ta\u015f\u0131yan en g\u00fc\u00e7l\u00fc damarlardan biridir. Bug\u00fcn k\u00fcresel d\u00fczeyde artan hareketlilik, k\u00fclt\u00fcrel \u00e7e\u015fitlilik ve s\u0131n\u0131rlar aras\u0131 etkile\u015fim, Kant\u2019\u0131n y\u00fczy\u0131llar \u00f6nce \u00f6ng\u00f6rd\u00fc\u011f\u00fc ortak insanl\u0131k fikrinin daha g\u00f6r\u00fcn\u00fcr h\u00e2le gelmesini sa\u011fl\u0131yor. Bu y\u00f6n\u00fcyle Kant\u2019\u0131n d\u00fc\u015f\u00fcncesi sadece ge\u00e7mi\u015fe ait de\u011fildir; g\u00fcn\u00fcm\u00fcz\u00fcn \u00e7ok katmanl\u0131 g\u00f6\u00e7 tart\u0131\u015fmalar\u0131nda h\u00e2l\u00e2 yol g\u00f6sterici bir g\u00fcce sahiptir.<\/p>\n\n\n\n<p><strong>Kant\u2019\u0131n d\u00fc\u015f\u00fcncesi ger\u00e7ek\u00e7i mi, yoksa bir \u00fctopya m\u0131?<\/strong><\/p>\n\n\n\n<p>\u201cKant g\u00fczel konu\u015fuyor ama d\u00fcnya b\u00f6yle de\u011fil\u201d diyenler olabilir.<\/p>\n\n\n\n<p>Evet, Kant bir ideal koymaktad\u0131r; ama bu ideal ger\u00e7ekle\u015fmi\u015f olmak zorunda de\u011fildir. Ahlak felsefesi zaten ger\u00e7ekle\u015fmi\u015f olan\u0131 de\u011fil, ger\u00e7ekle\u015fmesi gerekeni ortaya koyar.<\/p>\n\n\n\n<p>Bug\u00fcn siyaset\u00e7iler g\u00f6\u00e7\u00fc \u00e7o\u011fu zaman bir \u201ckriz\u201d olarak tarif ederken, Kant\u2019\u0131n yakla\u015f\u0131m\u0131 bize ba\u015fka bir perspektif sunmaktad\u0131r:<\/p>\n\n\n\n<p><strong>G\u00f6\u00e7, bir insanl\u0131k kar\u015f\u0131la\u015fmas\u0131d\u0131r ve bu kar\u015f\u0131la\u015fman\u0131n nas\u0131l y\u00f6netilece\u011fi, kim oldu\u011fumuzu belirlemektedir.<\/strong><\/p>\n\n\n\n<p>Dolay\u0131s\u0131yla Kant\u2019\u0131n misafirperverlik ilkesi \u201cnaif bir iyimserlik\u201d de\u011fil; politik ger\u00e7ekli\u011fin \u00fczerine konan ahlaki bir \u00e7\u0131tad\u0131r.<\/p>\n\n\n\n<p>Kant bize d\u00fcnyan\u0131n daha iyi olabilece\u011fini de\u011fil, daha k\u00f6t\u00fc olmamas\u0131 gerekti\u011fini s\u00f6yler.<\/p>\n\n\n\n<p><strong>Sonu\u00e7: Kant G\u00f6\u00e7menleri Nas\u0131l G\u00f6r\u00fcrd\u00fc?<\/strong><\/p>\n\n\n\n<p>Kant bug\u00fcn ya\u015fasayd\u0131, g\u00f6\u00e7menleri sadece yabanc\u0131 olarak g\u00f6rmezdi; onlar\u0131 ayn\u0131 d\u00fcnyay\u0131 payla\u015fan insanlar olarak de\u011ferlendirirdi. Ona g\u00f6re, s\u0131n\u0131rlar bir toplumu koruyabilir ama insanl\u0131\u011f\u0131n temel de\u011ferlerini yok sayamaz.
